We envision our children to develop their fullest potential and become literate, productive and value oriented members of the community manifesting the values of Maka-Diyos, Maka-Bayan, Maka-Tao and Maka-kalikasan thus making them effective individuals in a changing society.

To provide relevant basic education to both children and adult learners by equipping them with knowledge, skills and competencies, desirable attitudes and values, using efficient and effective strategies and approaches that will enable them to meet the challenges and demands of the fast changing society.

A Living Heritage of Capiceños - One Country After

    Capiceño are great lovers of education. From the inception of American rule, when popular education was free to everybody, a demand for schools was felt in almost all the towns in the province.

    As early as the nineteenth century period when the Americans governed our country, the people of the town of Capiz now Roxas City, was among the first to put up schools in the entire province.
The first pupil were accommodated in the so - called Spanish Building way back 1905 where the PNB is now situated. This was called Capiz Elementary School which housed quite a number of elementary school children living within the vicinity in the town of Capiz.

    In the passing years, the school population increased and a bigger school site is needed so the school authorities had to acquire a site in 1912. In 1914, a Gabaldon Type school building was erected —-the present site where PRESIDENT MANUEL A. ROXAS MEMORIAL SCHOOLS SOUTH now occupies is at Arnaldo Blvd., City of Roxas.

    With its ideal location, being only about a hundred and twenty meters away from the plaza, the school population had steadily increased up to the 1930’s and which up to the present which was pupil potential of 1,608 not including the the Kindergarten program which started way back 1971.

    War broke out in Dec. 7, 1940, the Philippines fell into Japanese hands, and the Japanese forces occupied Capiz. Our Filipino Soldiers, were ordered to withdraw and in the path pf their retreat burned all school buildings in order that the Japanese will not be able to use them. Capiz Elementary School ws therefore razed to the ground, not until the liberation when this school was restored and rehabilitated. In 1946, Capiz Elementary School was rehabilitated with funds coming from the War Damage Commission known as Rehabilitation Act. of 1946. It was this period that the school’s name was Changed to Tanque Elementary School, perhaps for obvious reason that the schools is located at Barangay Tanque.

    In 1970, naming of schools after the nae of prominent citizens of the locality became o vogue resulting in another change in the name of Tanque Elementary School to President Manuel Roxas Memorial School, after the foremost son of Capiz, the first President of the Philippine Republic, President Manuel A. Roxas. The school bears this name up to the present but in 1992, due to the increase in population, the school was divided into two and named as President Manuel A. Roxas Memorial School South and President Manuel A. Roxas School North.

    Presently, the school land area is 22,306 square meters, It is considered as the pilot central school of the division offering pre-school education and complete elementary education. It also offers Special Education Program which started in 1997 with the opening of a Special Class for the Heaing Impaired under Ms. Leni Magallanes, the lone teacher for the Special Education, In school year 2004-2005, it has widen its services, it has classes for the Visually Impaired Children, Mentally Challenged, and Fast Learners class.

    For school year 2004-2005, it has 1,801 pupils with one(1) principal and one(1) head teacher which is the assistant to the principal, (53) teaching staff national and LSB Paid 3 non- teaching personnel,
